Very often, yes. Off-peak heating in Eastbourne flats runs on its own circuits fed through a two-rate meter and a time switch, so a fault in the switching, the off-peak consumer unit or a heater itself leaves you with power but no heat. Testing the circuit and the switching shows which it is. Please don't open the board or a heater to look.
An EICR is a periodic inspection and test of the fixed installation, required for rented homes at least every five years. In converted houses we prove where each flat's submain originates and what sits on the landlord's supply, such as stair lighting, door entry and communal detection, because that is where responsibility usually gets blurred. You get a report with the observations coded, and anything beyond the callout is quoted and agreed first.
Salt air and driven rain are hard on outdoor accessories. Moisture tracking inside an enclosure, a corroded terminal or a perished gland lets current leak to earth, and the RCD does its job by tripping. Testing identifies the circuit and the accessory responsible instead of guessing, and replacing it with correctly rated, properly sealed equipment normally settles it.
Treat it as an emergency. If you can reach the main switch safely from the front of the board, turn it off, but don't open the board or remove any cover, and keep everyone away from it. ELECTRICIANS IN EASTBOURNE
Eastbourne was laid out as a planned resort from the 1850s: stucco villas, seafront mansion blocks and long Edwardian terraces behind them. Old Town is older again, with cottages that pre-date the resort and buildings sitting in conservation areas. Wiring in houses of that age is usually a record of several eras at once, with original runs still buried where nobody thought to remove them.
That shows up as mixed cable types on one installation, junction boxes above ceilings, and consumer units added to rather than replaced. Where a house has been split into flats, as a great many here have been, each dwelling is fed by a submain from a shared intake, with the landlord's stair lighting and door entry circuits somewhere in between.
Exposure varies street by street. The seafront takes salt-laden wind head on and the ground climbs steeply to Meads and the Downs, while the low, flat land towards Langney and the Willingdon Levels stays damp. Tenure matters as much as age. Eastbourne has a large stock of retirement and sheltered flats, guest houses and rented conversions, which means five-yearly landlord EICRs, communal boards, off-peak heating on two-rate meters, and equipment residents rely on. Sovereign Harbour is newer, but marina-side homes still corrode outside.
